The department may waive a requirement of 18 AAC 75.005 - 18 AAC 75.090 if the owner or operator demonstrates to the department's satisfaction that an equivalent level of protection will be achieved by using a technology or procedure other than the technology or procedure required by 18 AAC 75.005 - 18 AAC 75.090.
