No application will be accepted
(1) for the construction of trapping cabins on state land which is scheduled or nominated for subdivision disposal by the department;
(2) for the use of an existing cabin on general grant land which is not vacant, unappropriated, or unreserved; or
(3) for cabins which are within two miles of an existing trapping cabin or site unless a physical barrier such as a mountain range or a major river separates the two sites, or within 10 miles of a road ordinarily useable by automobiles during the trapping season.
