The director may waive the requirements for applicants in AS 38.05.057 (b) for a sale by lottery if the sale by lottery is held as part of a major program to develop agricultural land as a renewable resource of the state. If the requirements of AS 38.05.057 (b) are waived, to be eligible to participate in the lottery the applicant shall
(1) [Annulled; see editor's note.] furnish evidence of his qualifications under sec. 172(b)(1) - (b)(4) of this chapter;
(2) maintain a place of residence in the state, be eligible to register to vote in the state, and show by all attending circumstances that his intent is to make Alaska his permanent residence; and
(3) certify whether he has acquired land at a prior state land lottery and, if so, the date of the lottery.
