(a) No person shall import into the state, sell or expose for sale, any shipment of birds or hatching eggs which does not bear a certifying tag stating that the article shipped is from flocks which have been tested by competent authority and declared disease-free.
(b) All shipments shall be made in new containers.
(c) All shipments of birds and eggs for hatching shall have attached to the container labels bearing the essential date declaring the stock and eggs to be from disease-free birds.
