The board shall hold public hearings on proposed sales, exchanges, or other disposals of royalty oil or gas to determine whether the proposals comply with AS 38.06.070 . The board shall give at least 14 days' notice before all public hearings. At least one board member must be present at all public hearings. All public hearings must be recorded and made part of the public record. Written testimony may be received and entered into the public record at the public hearing.
