The officers of the board are a chairman and vice-chairman. The chairman shall preside over meetings of the board. The vice-chairman shall assist the chairman and shall assume the chairman's duties when the chairman is absent. The chairman and vice-chairman will be elected annually from among the public members at the first regular meetings after July 1 of each year. They shall serve until the first meeting after July 1 of the following year or until their successors are elected.
