As used in this chapter,
(1) "airboat" means a shallow draft boat driven by an airplane propeller and steered by a rudder;
(2) "aircraft" means any motorized device under 12,500 pounds gross weight that is used or intended for flight or movement of people or goods in the air;
(3) "anadromous streams" means those water bodies identified by the deputy commissioner of natural resources under 11 AAC 195.010;
(4) "developed facility" includes a building, a boat ramp, campground, picnic area, rest area, visitor information center, swim beach, trailhead, parking area, and a developed ski area;
(5) "drainage" means the area drained by a river system;
(6) "firearm" includes a pistol, rifle, shotgun, revolver, or mechanical gas or air-operated gun;
(7) "hovercraft" means a vehicle supported above the surface of land or water by a cushion of air produced by downward-directed fans;
(8) "hydroplane" means a speed boat with hydrofoils or a stepped bottom, so that the hull is raised wholly or partially out of the water allowing it to skim along the water at a high rate of speed;
(9) repealed 5/3/2001;
(10) repealed 5/24/96;
(11) "ordinary high water line" means that line on the shore of a non-tidal river or stream that reflects the highest level of water during an ordinary year and is established by fluctuations of water and indicated by physical characteristics such as a clear, natural line impressed on the bank; shelving; changes in the character of soil; destruction of terrestrial vegetation; the presence of litter and debris; or other appropriate means that consider the characteristics of the surrounding area; and
(12) "snow vehicle" means a motor vehicle of 850 pounds or less gross vehicle weight, primarily designed to travel over ice or snow and supported, in part, by skis, belts, cleats, or low pressure tires;
(13) "state park" means any land or water managed by the division of parks and outdoor recreation;
(14) "tethering" means fastening or restraining an animal so that it can range only within a set radius;
(15) "weapon" includes a bow and arrow, slingshot, crossbow, and firearm;
(16) "guide services" include the following: operating a vehicle to provide transportation for any recreational activity including hunting, fishing, hiking, skiing, mountaineering, photography, rafting, kayaking, canoeing, and flying; supplying equipment and personal instruction for its use while in a park; baiting hooks; netting and cleaning fish; cooking meals while in transit; assisting with rod and reel operation; assisting in the taking of wildlife; leading; teaching; training; supervising; protecting; or choosing routes, paths, and recreation use methods;
(17) "professional guide services" means guide services offered or supplied by any person to another person with the intent of receiving valuable consideration through barter, trade, or other commercial means, by accompanying and directing that person's activities for any portion of a trip or activity in a state park;
(18) "vehicle" means a mechanical device for carrying persons or objects over land, water, or through the air, including automobiles, motorcycles, snowmachines, bicycles, off-road vehicles, motorized boats, and aircraft;
(19) "ground pressure" means the total pressure exerted by all surfaces of a vehicle upon the ground, and is calculated by dividing the gross vehicle weight by the total area of all surfaces that are normally in direct contact with the ground while the vehicle is in motion;
(20) "boat" or "vessel" means a device that is used or designed to be used for the movement of people or goods in or on the water, whether manually or mechanically propelled, but does not include personal flotation devices or other floats such as inner tubes, air mattresses, or surf boards;
(21) "off-road vehicle" means a motorized vehicle designed or adapted for cross-country operation over irregular terrain, consisting of more than one drive wheel or track, having a gross vehicle weight less than 1,500 pounds or exerting less than 8 pounds per square inch ground pressure, and which is less than 88 inches wide;
(22) "drift fishing channel" means a channel commonly used by boats drifting downstream with the current;
(23) "Hatcher Pass East Management Area" means the state lands described in AS 41.23.130 , Hatcher Pass Management Area Plan, and within the Little Susitna River watershed, including Summit Lake State Recreation Site and Independence Mine State Historic Park;
(24) "primary traffic channel" means a channel of a river commonly used by motorized boats for travel;
(25) "personal watercraft" means a vessel that is
(A) less than 16 feet in length;
(B) propelled by a water-jet pump or other machinery as its primary source of motor propulsion; and
(C) designed to be operated by a person sitting, standing, or kneeling on the vessel, rather than by a person sitting or standing inside it;
(26) "snowmobile" means a self-propelled vehicle
(A) intended for off-road travel on snow;
(B) having a maximum width of 46 inches and a curb weight of not more than 1000 pounds;
(C) driven by one or more tracks in contact with the snow; and
(D) steered by one or more skis in contact with the snow;
(27) "client day" means any portion of a day in which a person is receiving commercial services permitted under 11 AAC 18.010 on state park land or water;
(28) "sport fishing guide" means a person who provides guide services to another person in pursuit of catching or taking fish, or the experience associated with attempting to catch or take fish.

Editor's note: As of Register 166 (July 2003), and acting under AS 44.62.125 (b)(6), the regulations attorney made technical changes to the definition of "anadromous streams" in 11 AAC 20.990, to reflect Executive Order 107 (2003). Executive Order 107 transferred functions related to protection of fish habitat in rivers, lakes, and streams from the Department of Fish and Game to the Department of Natural Resources.
