Any person or political subdivision of the state may apply by
(1) providing evidence of approval by the State Clearinghouse in the Office of the Governor;
(2) for each site, structure or object for which a grant is being sought, provide by letter to the director the information in 11 AAC 16.120 and paragraph (1) of this section, the name of the proposed project, the date of the proposed project beginning and the estimated completion date accompanied by
(A) a cost estimate for the project;
(B) a description of the project;
(C) a topographic map or aerial photograph or other suitable photographs of the site;
(D) any historic, architectural, archaeological or other expert advice or service solicited and considered when planning the project; and
(E) a legal description of the property to be developed, the description to include
(i) a listing of all outstanding rights or interests held by others in the property to be developed; and
(ii) evidence of compliance with P.L. 91-646, the Federal Uniform Relocation Assistance and Real Property Acquisition Policies Act of 1970.
