In this chapter
(1) "director" means the director of the division of parks;
(2) "eligible costs" means costs, excluding donated labor and material
(A) that are incurred within the project period specified in the project agreement;
(B) that conform to the limitations of Federal Management Circular 74-4, "Cost Principles Applicable to Grants and Contracts with State and Local Governments";
(3) "grant" means state financial assistance for all or a part of the eligible costs involved in acquisition or development of trails and footpaths;
(4) "P.L. 91-646" means the federal Uniform Relocation Assistance and Real Property Acquisition Policies Act of 1970.
