(a) After the opening of the bids but before the execution of the contracts, the commissioner will indicate the commissioner's intention to either reject all bids, or execute contracts with a bidder or bidders and reject all other bidders by awarding the royalty oil, gas, or associated substances to the successful bidder or bidders. The award may be made orally at the bid opening or in writing if the award is made after the bid opening.
(b) No contract will be executed with the successful bidder or bidders until notification of the intention to reject all other bidders has been given to the Alaska Royalty Oil and Gas Development Advisory Board.
