Mr. Olson has 40+ years experience in appraisal of real estate, land management, right of way acquisition, utilities relocation, and land-use planning; all in Alaska. He founded Alan G. Olson, Real Estate Appraiser as a sole proprietorship in 1972, which continues to-date.
Mr. Olson is experienced in all phases of real estate appraising throughout Alaska, including urban commercial and industrial properties, rural properties, remote large-tract lands, tide and submerged lands, and natural resources (rock, gravel, sand and peat). As a right of way agent for Alaska Department of Highways (1960-66), he was primarily involved with coordinating with various utilities companies throughout southcentral Alaska relative to relocation of utilities facilities; also including experience in right of way engineering, title research and negotiations with property owners for acquisition of right of way. During the 8+ years (1967-April 1975) he worked for Alaska Division of Lands, oriented primarily to appraisals of State lands (including tide and submerged lands) throughout Alaska, Mr. Olson was state-wide Review and Supervising Appraiser and Land Classification Officer between 1970 and 1974; in 1974 and 1975, he was in charge of state-wide land-use planning for the Department of Natural Resources.
Between 1975 and 1978, Mr. Olson was mostly involved with appraisals of commercial properties with Follett and Associates in addition to residential appraisals through his own business. Since 1978, he has been completely independent with the majority of his experience oriented to commercial properties, eminent domain appraisals for highway, airport, electric transmission line and pipeline projects, easements valuation, and extensive participation in valuations of Mental Health Trust lands.
Mr. Olson has been appointed by the Superior Court to be Master for condemnation cases involving the Municipality of Anchorage and Alaska Department of Transportation and Public Facilities. In addition to reviewing all of the appraisals for the Municipality of Anchorage'sWest 36th Ave. project and both appraisals involved with the land exchange between Eklutna, Inc. (Eagle River greenbelt) and State of Alaska (downtown state-office building site), Mr. Olson was selected by the University of Alaska and Alaska Department of Natural Resources to review appraisals of more than 100 parcels selected by the University as part of a settlement case. Other appraisals for which Mr. Olson has been selected by both parties involved include valuations of gravel royalties in Fairbanks (Alaska DNR/Fairbanks North Star Borough and U. of Alaska/Great Northwest, Inc.), adjudication appraisals for Bureau of Land Management and Cook Inlet Region, Inc., school-site acquisition by the Municipality of Anchorage on lands owned by Eklutna, Inc., exchange of state and municipal airport lands in Anchorage, and sale of the fairgrounds in Fairbanks from University of Alaska to Tanana Valley State Fair Association.
He has served on a three appraiser panel for the purpose of valuing all Mental Health Trust and Replacement Lands in southcentral Alaska (3,800 parcels); and reviewed appraisals of all Mental Health Trust Lands (3,400 parcels) in southeast Alaska. Subsequently, he has been called upon at various times by attorneys for the plaintiffs to provide valuation analyses for management purposes; assisted in the compilation of an atlas which illustrates the locations of mental health trust lands throughout Alaska; and coordinated valuation procedures, comparable characteristics analyses, and selection of proposed substitute lands for reconstitution of the Mental Health Lands Trust.
Following reconstitution of the Trust, Mr. Olson conducted a study of trust lands policies in Alaska and the western states and recommended appropriate fees for land use applications and land uses that are applicable to lands administered by the Mental Health Trust Land Office.
