(a) The board may permit a minor to attend a hearing as a victim or witness.
(b) The board may make special arrangements for attendance by a minor, including attendance through telephonic or electronic conferencing methods.
(c) Minors attending board hearings in person must be accompanied by a parent or legal guardian, other than the prisoner or parolee.
(d) A party wishing to have a minor attend a hearing as a witness or victim shall notify the board in writing at least 10 working days before the hearing.
