(a) The council will deny award of a grant to an applicant that has met the eligibility requirements of the grant program but has failed to comply with the requirements of this chapter under a previous grant awarded under this chapter.
(b) A grantee that fails to comply with a grant awarded under this chapter is ineligible to apply to any council program for three fiscal years following the termination or suspension of a grant.
