(a) Before changing a grant project or program from the terms of the grant award, a grantee shall submit the proposed changes in writing to the council for approval. The council will notify the grantee of its decision within 30 days after receipt of the proposed changes.
(b) To change the beginning or ending date of a grant period, a grantee shall submit to the council, for approval, a written request for the change. Within 30 days after receipt of the request, the council will review the request and notify the grantee of its decision. The grantee may not use grant money to pay an expense incurred before the beginning date or after the ending date of the grant period, unless payment of the expense is authorized under the terms of the grant and is authorized in writing by the council.
(c) Subject to (d) of this section, a grantee may reallocate money between budget categories, within the total budget of the grant project or program, to meet unanticipated expenditures necessary to the successful continuation or completion of the grant project or program, if the expenditures are authorized under the terms of the grant.
(d) The grantee must receive approval from the council before reallocating an amount under (c) of this section which exceeds 10 percent of a budget category affected by the reallocation, or $500, whichever is less.
