(a) The council will, in its discretion, establish advisory panels. An advisory panel of the council is composed of persons recommended by the public, council staff, or a constituent organization of the council.
(b) As directed by the council, an advisory panel established under (a) of this section may
(1) evaluate and recommend action on a grant application;
(2) perform a program evaluation of an arts organization; or
(3) advise on the administration of a council program.
(c) The council will, in its discretion, accept, modify and accept, or reject in whole or part, the recommendation made by an advisory panel.
