(a) A representative of a state office or of a congressional office may select not more than three pieces of artwork from the art bank for use or display.
(b) The loan is subject to the following:
(1) the terms and conditions of a loan agreement entered into between the art bank and the borrower; by signing the art bank loan agreement, the borrower agrees to the terms and conditions of the loan of the work of art;
(2) the loan is for a period of one year; at the end of the one year period, the borrower
(A) shall return the artwork to the art bank; or
(B) may retain the right to use or display the artwork for a second year by renewing the loan agreement for the second year; if the borrower exercises the renewal option, the borrower shall return the artwork to the art bank at the end of the second year.
