The council will evaluate each application for a workshop grant as set out in the guidelines and application form, adopted by reference in 20 AAC 30.983(6) , for a workshop grant, and using the following criteria:
(1) the need for the workshop in the applicant's community;
(2) the completeness and clarity of the workshop outline; and
(3) the qualifications of the workshop instructor.
(4) whether an applicant has received a workshop grant within the fiscal year for which the grant is sought; the council will give preference to an applicant who has not received a workshop grant during the same fiscal year.
