In order to qualify for an individual fellowship grant, an individual
(1) on and after the date that the application is submitted, must be in compliance with the requirements of AS 01.10.055 for establishing residency in the state;
(2) must be at least 18 years of age;
(3) may not be enrolled in an art-related degree or certification program; and
(4) may not have received an individual fellowship grant during either of the two state fiscal years preceding the state fiscal year for which the grant is sought.
