In addition to the provisions of 20 AAC 30.080, eligibility for a project grant is subject to the following additional requirements:
(1) a nonprofit corporation is eligible for a project grant if it
(A) has been determined by the Internal Revenue Service to qualify as an exempt organization under 26 U.S.C. 501(c)(3); and
(B) has been incorporated for at least one year before the application deadline;
(2) a school, college, or university is eligible for a project grant only if
(A) the project or program for which the grant is requested will be open to the public;
(B) the public will be the primary audience of the applicant's project or program; and
(C) the primary purpose of the project or program will not be to generate academic credit.
