(a) A certificate or diploma may be issued to a student only upon successful completion of the published requirements of the course of study.
(b) An appropriate certificate or diploma may be issued for an individual subject or a combination of subjects completed.
(c) An institution shall issue an academic transcript of all credits or work completed upon written request by the student. An institution may withhold a transcript if the student is in default in payments on a financial obligation to the institution or on a loan to attend the institution.
