Section 62. Completion and placement reporting standards

20 AAC 17.062. Completion and placement reporting standards

(a) Each state fiscal year, an institution shall calculate, on forms obtained from the commission, the completion rate for that year for the institution and for each educational program by

(1) determining the total number of students who, within 150 percent of the duration of that program, excluding periods of approved leave of absence, are awarded a degree, certificate, or other educational credential for successful completion of a program;

(2) determining the total number of students who were enrolled in their final year of that program, and subtracting from this number those students who, during that program of study but before completion,

(A) withdrew and received a 100 percent refund;

(B) entered active military duty;

(C) entered established religious programs or missions;

(D) transferred to another educational program;

(E) entered the Peace Corps or Americorps;

(F) withdrew as a result of a disability or a medical condition the onset of which occurred after enrollment in the program;

(G) died; or

(H) withdrew as a result of imprisonment;

(3) dividing the number determined under (1) of this subsection by the number determined under (2) of this subsection to determine the completion rate for each educational program; and

(4) averaging the program completion rates by a weighted average for all educational programs to determine the institution's overall completion rate.

(b) The institution shall maintain its calculations made under (a) of this section and substantiating documentation and, upon request, provide those materials to prospective students and the commission. The institution shall submit its completion rates to the commission within 120 days after the end of the state fiscal year, provide the rates to all prospective students, and include the rates in the institution's recruitment materials. The commission will require that the information be submitted electronically if the completion rate is calculated based on 25 or more students.

(c) Repealed 4/27/2001.

(d) A postsecondary educational institution offering job-specific training shall calculate, using forms provided by the commission, a placement rate for the institution and for each job-specific program by

(1) determining the total number of students who

(A) successfully completed the program as reported under (a)(1) of this section; and

(B) within three months of completing the training, were employed in the field for which trained;

(2) determining the total number of students who successfully completed the program as reported under (a)(1) of this section, and subtracting from that number those students who within three months of completing training were

(A) enrolled in further education;

(B) unavailable for placement due to death, active military duty, enrollment in the Peace Corps or Americorps, imprisonment, or entrance into established religious programs or missions;

(C) non-responsive to institutional requests for information and the institution is otherwise unable to determine their employment status; or

(D) unavailable for placement due to a disability or medical condition the onset of which occurred after enrollment in the program;

(3) dividing the number determined under (1) of this subsection by the number determined under (2) of this subsection to determine the rate of employment for each job-specific training program; and

(4) averaging the rates of employment for the program by a weighted average for all job-specific training programs offered by the institution to determine the institution's overall rate of employment.

(e) The institution shall maintain its calculations made under (d) of this section and substantiating documentation, including the student's name, position obtained, starting salary, date employed, and contact name and phone number for verification of information. Upon request, the institution shall provide the supporting calculations and documentation to the commission. The institution shall submit its rates calculated under (d)(3) and (4) of this section to the commission within 120 days after the end of the state fiscal year and provide the rates to all prospective students and in the institution's recruitment materials. The commission will require that the information be provided electronically if the placement rate is calculated based on 25 or more students.

(f) If this information is accessible to the institution, an institution providing training for employment for which occupational licensing is required may also be required to provide the commission and prospective students with information regarding the pass rate of its graduates on occupational licensing examinations.

(g) The commission will exempt an institution from the requirements of (a) - (e) of this section, if the institution reports completion and placement information to the Department of Labor and Workforce Development, in the format required by that agency to meet requirements of 29 U.S.C. 2801-2945 (Workforce Investment Act of 1998), and provides a copy of those reports to the commission. The commission will require that the information be provided electronically if rate calculations are based on 25 or more students.
