(a) Grant applications will be ranked in priority order based on the financial need of the applicants. If eligible applications exceed grant money available and two or more applicants have identical need, awards will be made first to the applicant with the lowest adjusted gross income as reported on the applicant's ISIR. If two or more applicants have an identical adjusted gross income, awards will be made first to the applicant closer to completion of a program.
(b) Under AS 14.43.415 (b), the commission will annually set aside a portion of the available grant money as priority awards to assure the availability of increased grant award amounts to eligible applicants when the applicants are enrolled in a program of study designed to lead to employment in a workforce shortage area, or when the applicants document participation in a secondary education program of study that is a predictor of postsecondary education success.
(c) For purposes of this section, acceptable documentation of participation in a secondary education program of study that is a predictor of postsecondary education success is a composite or total test score in the top quartile for the applicable test year on the Scholastic Aptitude Test (SAT) or the ACT Assessment, as reported by the testing authority for the applicant.
(d) At its first meeting of each calendar year, the commission will publish a list of workforce shortage areas to be used to determine eligibility for increased grant awards awarded from the priority money reserved under AS 14.43.415 (b).
(e) If it is required to be in compliance with 34 C.F.R. 692.21(g) and (j), the executive director of the commission will reserve a portion of the money available for grant awards to make awards to dependent, independent, or part-time students, respectively.
