(a) The commission will award a maximum of 82 points to an applicant for past participation in, and economic dependence on, the Kodiak (K) food and bait herring trawl fishery as follows:
(1) the commission will award a maximum of 72 points to an applicant who commercially harvested food and bait herring from the trawl fishery for the years in which they participated according to the poundage thresholds established for each year as follows:

(2) the commission will award 10 points if the applicant owned as of January 1, 2001, a vessel that the applicant used or intended to use in the fishery.
(b) In this section, "commercially harvested" means the taking and selling of food and bait herring in the manner consistent with 20 AAC 05.822.
