(a) To be eligible to apply for an entry permit in the Northern Southeast herring spawn-on-kelp fishery, and to receive points for a pound built and permitted for that fishery, an individual must have commercially harvested the fishery resource in the Northern Southeast herring spawn-on-kelp pound fishery during at least one of the years 1990 - 1994.
(b) To be eligible to apply for an entry permit in the Southern Southeast herring spawn-on-kelp pound fishery, and to receive points for a pound built and permitted for that fishery, an individual must have commercially harvested the fishery resource in the Southern Southeast herring spawn-on-kelp pound fishery during at least one of the years 1992 - 1994.
