(a) Past Participation Points. A maximum of 90 points will be awarded to an applicant for past participation in the Norton Sound herring gillnet fishery.
(1) Captain participation points.
(A) Captain participation points may be claimed for the 1984 - 1986 seasons, as shown on the following schedule:

(B) Only an applicant entitled to points under (A) of this paragraph may claim points for participation as a captain in earlier seasons from the following schedule:

(2) Crewmember participation points. Only an applicant entitled to points under (1)(A) of this subsection may claim points for participation as a crewmember from the following schedule:

(b) Economic Dependence: Vessel Investment Points. An applicant may claim a maximum of 10 points for ownership, as of January 1, 1987, of a vessel that the applicant used or intended to use in the Norton Sound herring gillnet fishery. If more than one applicant claims ownership of the same vessel, the commission will, in its discretion, divide the available points between the applicants according to each applicant's relative share of the vessel ownership. Vessel investment points may be claimed under this subsection only if the applicant qualifies for captain participation points under (a)(1)(A) of this section.
