(a) Past Participation. The commission will award one point to an applicant for past participation in the fishery during any year 1980 - 1986.
(b) The commission will award one point for economic dependence on the fishery to an applicant who can demonstrate income from past participation under (a) of this section.
(c) In this section, "past participation" means active involvement in a herring pound operation by an individual who held the interim-use permit required by the Commercial Fisheries Entry Commission, who was actively engaged in the harvest of herring spawn on kelp from pounds in a manner consistent with the governing regulations and requirements of the Alaska Department of Fish and Game, including having held a pound permit and having received a quota allocation, and who shared in the earnings from that harvest.
