(a) The commission finds that special circumstances exist (set out in detail in its findings on this herring gillnet fishery, dated September 2, 1980) requiring the use of the point system in 20 AAC 05.672 and 20 AAC 05.673 for the Prince William Sound roe herring gillnet fishery.
(b) A point scale of 0 - 12 is established for the Prince William Sound roe herring gillnet fishery.
