(a) Only persons designated by the holder of an educational entry permit may operate gear. Designation must be made on a form provided by the commission.
(b) Each educational entry permit gear operator shall have in his possession a copy of his completed designated agent form and a valid Educational Entry Permit Card while operating gear or while in possession of fish or shellfish as required by 20 AAC 05.100 and 20 AAC 05.110.
