(a) The application period for vessel entry permits for the statewide weathervane scallop fishery is from May 15, 2004 through September 1, 2004.
(b) A person or an entity that solely or jointly owns, as of May 15, 2004, a vessel that qualifies for a vessel entry permit under 20 AAC 05.1430 may apply for a vessel entry permit during the application period on a form provided by the commission. In the case of joint ownership, only one application may be submitted, and the name of each joint owner and percentage of each joint owner's interest must be listed on the application. The applicant shall provide proof of vessel ownership with the application for a vessel entry permit. Evidence of vessel ownership in order of priority includes
(1) for a vessel required to be documented under the laws of the United States, the United States Coast Guard abstract of title issued for that vessel;
(2) a certificate of registration that determines vessel ownership;
(3) a bill of sale;
(4) other evidence that the commission determines is adequate proof of vessel ownership.
(c) The application fee for a statewide weathervane scallop fishery vessel entry permit is $200. This fee is nonrefundable and must be paid at the time an applicant submits an application.
