In 20 AAC 05.1010 - 20 AAC 05.1018, unless otherwise specified,
(1) "skipper" means a person who
(A) was physically present on the vessel and who was in control or joint control of the fishing operation;
(B) used a vessel that was validly licensed as a commercial fishing vessel under AS 16.05.490 at the time the skipper participation occurred; and
(C) had, at the time the skipper participation occurred, a valid interim-use permit for the fishery for which the applicant is applying;
(2) "diver" means a person who had, at the time his or her participation occurred, a valid interim-use permit for the Southeastern Alaska Dungeness crab diving gear fishery, and who hand-picked the fishery resource using skin-diving, SCUBA, or tethered, umbilical surface-supplied gear;
(3) "day" means a calendar day;
(4) "participating" means lawful, active engagement as a skipper or diver in a commercial fishing operation that harvested the resource described in 20 AAC 05.1012, 20 AAC 05.1014, or 20 AAC 05.1016, in compliance with all applicable commercial fishing statutes and regulations.
