Each registrant shall, no less than 30 days before vacating or relinquishing possession or control of premises in which radioactive materials which he has registered has been stored or used, notify the department in writing of intent to vacate and afford the department the opportunity to survey the premises for contamination. When deemed necessary by the department the registrant shall decontaminate the premises in such a manner as the department may authorize and shall not vacate or relinquish possession or control of the premises without written consent of the department.
