No registrant shall transport any radioactive material outside of the confines of his plant or other location of use, or deliver any radioactive material to a carrier for transportation, unless the registrant complies with all requirements appropriate to the mode of transportation, to the packaging of the radioactive material, and to the marking and labeling of the package and transporting vehicle which are contained in the rules and regulations, as amended, of the U.S. Department of Transportation and other federal agencies regulating the transportation of radioactive material.
