Section 675. Reporting and recordkeeping requirements for systems avoiding filtration

18 AAC 80.675. Reporting and recordkeeping requirements for systems avoiding filtration

(a) In addition to the requirements of 18 AAC 80.670, the owner or operator of a Class A or Class B public water system that uses a surface water source and that does not provide filtration treatment shall report to the department in writing the information required by this section within 10 days after the last day of each month during which the system serves water to the public, subject to the report certification requirements of 18 AAC 80.1900. However, if the department or EPA has determined in writing that filtration is required, the department will, in its discretion, specify alternative reporting requirements until filtration is in place.

(b) In addition to the requirements of 18 AAC 80.670, the owner or operator of a Class A or Class B public water system that uses a GWUDISW source and that does not provide filtration treatment shall report within 10 days after the last day of each month to the department the information required by this section, subject to the report certification requirements of 18 AAC 80.1900. The owner or operator is subject to the reporting requirements of (c) and (d) of this section when disinfection is installed, but no later than six months after the department determines that the groundwater source is under the direct influence of surface water. The owner or operator is subject to the reporting requirements of (e) of this section six months after the department determines that the groundwater source is under the direct influence of surface water.

(c) Subject to (b) of this section, the owner or operator shall report disinfection information required by 18 AAC 80.655 and 18 AAC 80.660 to the department within 10 days after the last day of each month during which the system serves water to the public, subject to the report certification requirements of 18 AAC 80.1900. The following information must be reported:

(1) the daily free residual disinfectant concentration measured each day during peak hourly flow, in mg/l, and the disinfectant contact time, in minutes, used for calculating the CT value;

(2) if chlorine is used, the daily measurement of pH of disinfected water at each chlorine residual disinfection concentration sampling point;

(3) the daily measurement of water temperature in degrees Celsius at each residual disinfection concentration sampling point;

(4) the daily CTcalc and CTcalc/CT 99.9 values for each disinfectant measurement or sequence, and S (CTcalc/CT99.9 ) before or at the first customer;

(5) the daily determination of whether disinfection achieves adequate Giardia lamblia cyst and virus inactivation.

(d) The owner or operator of a Class A or Class B public water system that uses a GWUDISW source and that does not provide filtration need not report the data listed in (c)(1) - (4) of this section and in 18 AAC 80.670(a) (1) if the data listed in (c)(1) - (5) of this section and in 18 AAC 80.670(a) (1) - (3) remain on file at the owner or operator's office and the department finds that

(1) the owner or operator has submitted the required information for at least the previous 12 months during which the system provided water to the public; and

(2) the system is not required to provide filtration treatment.

(e) The owner or operator of a Class A or Class B public water system that uses a GWUDISW source and that does not provide filtration shall report source water quality information to the department within 10 days after the last day of each month during which the system serves water to the public, subject to the report certification requirements of 18 AAC 80.1900. The following information must be reported:

(1) the cumulative number of months for which the information required under this subsection is reported; if a system that has served water to the public for fewer months than the number for which information is required under this subsection, the owner or operator shall report the required information for all months in which the system served water to the public;

(2) the number of fecal or total coliform samples, whichever are analyzed during the month, the dates of sample collection, and the dates, if any, when the turbidity level exceeded one NTU; if a system monitors for both fecal and total coliform, only fecal coliforms must be reported;

(3) the number of samples during the month that had less than or equal to 20 fecal coliforms per 100 ml, or less than or equal to 100 total coliforms per 100 ml, whichever are analyzed;

(4) the cumulative number of fecal or total coliform samples, whichever are analyzed, during the previous six months that the system served water to the public;

(5) the cumulative number of samples that had less than or equal to 20 fecal coliforms per 100 ml, or less than or equal to 100 total coliforms per 100 ml, whichever are analyzed, during the previous six months that the system served water to the public;

(6) the percentage of samples that had less than or equal to 20 fecal coliforms per 100 ml, or less than or equal to l00 total coliforms per l00 ml, whichever are analyzed, during the previous six months that the system served water to the public;

(7) the maximum turbidity level measured during the month, the date of occurrence for each measurement that exceeded five NTUs, and the date each occurrence was reported to the department in accordance with 18 AAC 80.670(c) ;

(8) the dates and cumulative number of events during which the turbidity exceeded five NTUs in the previous 12 months that the system served water to the public;

(9) the dates and cumulative number of events during which the turbidity exceeded five NTUs in the previous 120 months that the system served water to the public.
