Section 615. General requirements

18 AAC 80.615. General requirements

(a) The requirements of 18 AAC 80.600 - 18 AAC 80.680 and 18 AAC 80.699 establish

(1) criteria under which filtration is a treatment technique requirement for a Class A or Class B public water system that is supplied by a surface water source or a GWUDISW source; and

(2) treatment technique requirements for Giardia lamblia, viruses, heterotrophic plate count bacteria, Legionella, and turbidity.

(b) The owner or operator of a Class A or Class B public water system with a surface water source or with a GWUDISW source

(1) shall provide treatment of that source water to comply with the applicable requirements of 18 AAC 80.600 - 18 AAC 80.680 and 18 AAC 80.699;

(2) shall install and properly operate water treatment processes that consistently achieve

(A) at least 99.9 percent removal, inactivation, or a combination of removal and inactivation of Giardia lamblia cysts between a point where the raw water is not subject to recontamination by surface water runoff and a point downstream of treatment and before or at the first customer; and

(B) at least 99.99 percent removal, inactivation, or a combination of removal and inactivation of viruses between a point where the raw water is not subject to recontamination by surface water runoff and a point downstream of treatment and before or at the first customer; and

(3) is in compliance with the requirements of this section if the system meets the

(A) requirements for avoiding filtration in 18 AAC 80.620 and the disinfection requirements in 18 AAC 80.635 and 18 AAC 80.640; or

(B) filtration requirements in 18 AAC 80.650 and the disinfection requirement in 18 AAC 80.635 and 18 AAC 80.645.

(c) Repealed 9/28/2001.

(d) Repealed 9/28/2001.

(e) In addition to complying with the requirements of 18 AAC 80.600 - 18 AAC 80.680 and 18 AAC 80.699, and notwithstanding 18 AAC 80.010(a) (15), adopting by reference 40 C.F.R. 141.170 - 141.175 (Subpart P: Enhanced Filtration and Disinfection - Systems Serving 10,000 or More People), a public water system that is supplied by a surface water source or GWUDISW source and that serves 10,000 or more individuals has until January 1, 2002 to comply with the requirements adopted by reference in 18 AAC 80.010(a) (15).
