(a) The owner or operator of a Class A or Class B public water system using a surface water source in whole or in part that meets the criteria to avoid filtration set out in 18 AAC 80.620 shall meet the applicable requirements for turbidity set out in 18 AAC 80.620(b) , 18 AAC 80.660(e) , 18 AAC 80.670(c) , and 18 AAC 80.675(e) (7) - (9).
(b) The owner or operator of a Class A or Class B public water system using a surface water source in whole or in part, other than a system described in (a) of this section, must comply with the following requirements for turbidity:
(1) for a filtered system, the applicable requirements in (c) and (d) of this section, 18 AAC 80.650, 18 AAC 80.665, and 18 AAC 80.680 apply;
(2) for a system using unfiltered surface water, or for a system using GWUDISW for which the department or EPA has determined, in writing, that filtration is required, the applicable requirements in (c) and (d) of this section, 18 AAC 80.650, 18 AAC 80.665, and 18 AAC 80.680 apply until filtration is installed;
(3) for a system using unfiltered surface water, or for a system using GWUDISW for which the department has not made a written determination that filtration is required, (c) and (d) of this section apply.
(c) For purposes of measuring turbidity to determine compliance with 18 AAC 80.300(b) (3), the owner or operator of a Class A or Class B public water system shall take turbidity samples daily at representative entry points to the water distribution system after treatment. For purposes of this subsection, "daily" means each day that water is filtered. The department will reduce the required sampling frequency for a Class B public water system if
(1) the department determines in writing that public health is adequately protected;
(2) the owner or operator practices disinfection; and
(3) the owner or operator maintains a detectable residual disinfectant concentration in the distribution system.
(d) Turbidity measurements must be made in accordance with 18 AAC 80.340(d) (1). If the result of a turbidity analysis indicates that the MCL set under 18 AAC 80.300(b) (3) has been exceeded, the sampling and measurement must be confirmed by resampling within one hour after receiving the result or as soon as practicable. If the repeat sample confirms that the MCL has been exceeded, the owner or operator shall report that result to the department within 48 hours after receiving the result, subject to the report certification requirements of 18 AAC 80.1900. The repeat sample must be the sample used to calculate the monthly average. If the monthly average of the daily samples exceeds one NTU, or if the average of two samples taken on consecutive days exceeds five NTUs, the owner or operator shall report to the department as directed in 18 AAC 80.340(a) .
