The owner or operator shall complete corrective action activities and ensure that the site meets applicable groundwater cleanup levels determined under 18 AAC 75.345 and the applicable surface water quality standards and requirements of 18 AAC 70. If the department, as part of its approval of those cleanup levels, determines that compliance with an institutional control is required, the department will make that determination under 18 AAC 78.625.
