(a) When a project is completed, the borrower shall notify the department in writing of initiation of operation. The department will then conduct a final onsite inspection of the project. If construction is complete except for minor items and the facility is operating, but the borrower has not sent its notice of initiation of operation, the department will, in its discretion, assign an initiation of operation date and conduct a final on-site inspection.
(b) After construction is complete, the borrower shall certify to the department that the facility is complete and is operating properly.
(c) The borrower shall provide for adequate operation and maintenance of the facility and shall retain sufficient operating personnel as required by 18 AAC 74 to operate the facility.
(d) The department will, in its discretion, conduct an audit of project expenditures within one year after initiation of operation.
