In this chapter
(1) "commissioner" means the commissioner of environmental conservation for grants related to innovative pollution control and waste disposal methods, and the commissioner of natural resources for grants related to methods of gold recovery and water use reduction;
(2) "committee" means the mining water use review committee created by AS 46.16.010 ;
(3) "department" means the Department of Environmental Conservation for grants related to innovative pollution control and waste disposal methods, and the Department of Natural Resources for grants related to methods of gold recovery and water use reduction;
(4) "pollution control" means treatment methods or changes in mining processes used to eliminate or reduce turbidity, settleable or suspended solids, arsenic, heavy metals, pH problems, or any other potentially adverse physical or chemical entities in water; and
(5) "waste disposal" means disposal of solid wastes or associated materials resulting from placer mining activities, including overburden, tailings, and solid residues remaining in settling or flocculation ponds.
