(a) The amount of a grant will not exceed $15,000. The department will, in its discretion, waive this limit only if
(1) the total eligible grant requests received by the department do not exceed existing money available for grants under this chapter; or
(2) the department determines that program goals to reduce littering and increase resources recovered in the state will be best met by awarding a grant in excess of $15,000 to a specific project.
(b) The department will, in its discretion, attach other terms and conditions to each grant offer as necessary to ensure compliance with the provisions of this chapter.
