The department will make a grant to a project only for the purpose of
(1) organizing and operating litter removal activities conducted by municipalities and non-profit organizations;
(2) expanding or modifying existing facilities or planning, designing, and constructing new facilities for recycling materials or recovering energy from solid waste;
(3) purchasing or leasing recycling equipment, paying the cost of operating that equipment, and paying the cost of storing and transporting materials before those materials are recycled;
(4) paying the cost of preparing and presenting courses of instruction at, or the distribution of informative materials to, elementary and secondary schools which will increase student motivation to reduce littering or increase resource recovery;
(5) public awareness activities which increase public motivation to reduce littering or increase resource recovery;
(6) creating or expanding litter law-enforcement programs;
(7) purchasing and erecting road signs;
(8) paying up to 50 percent of the cost of purchasing publicly owned litter receptacles;
(9) researching and evaluating markets for materials and energy recovered from litter;
(10) paying the cost of advice and assistance from recognized research organizations, including information and consultation on available technology, operating procedures, organizational arrangements, markets for materials or energy recovered, transportation alternatives, and publicity techniques; and
(11) paying the cost of surveys done by public agencies or recognized research organizations to assess the amount and composition of litter, and rates of littering.
