(a) The purpose of this chapter is to safeguard public health by establishing sanitation requirements for
(1) barbering, hairdressing, manicuring, esthetics, body piercing, tattooing, and permanent cosmetic coloring schools and shops licensed by the board under 12 AAC 09; and
(2) facilities that perform only ear piercing with an ear piercing instrument.
(b) Except as provided in (c) of this section, the requirements of this chapter apply to an owner or operator of a school or shop described in (a) of this section.
(c) The requirements of this chapter, except for 18 AAC 23.360, do not apply to a facility that performs only ear piercing with an ear piercing instrument.
