(a) A person qualified by training or experience to service weighing devices or measuring devices may apply for registration as a service provider under this section.
(b) An application for registration under this section is voluntary, but the director may reject or limit an application.
(c) An applicant for registration as a service provider under this section must submit
(1) a completed application on a form provided by the director;
(2) the applicable registration fee established in (e) of this section; and
(3) documentation showing that the applicant
(A) is fully qualified to install, service, repair, or recondition the devices for the service of which competence is being registered, as evidenced by training or experience;
(B) has in possession, or available for use, all necessary testing equipment and standards; and
(C) has knowledge of accepted weights and measures practices.
(d) In addition to the requirements in (c) of this section, an applicant must successfully pass a written examination administered by the division that tests the applicant's knowledge of
(1) weights and measures statutes under AS 45.75 and regulations under this chapter of this state;
(2) NIST Handbook 44 requirements;
(3) NTEP requirements; and
(4) accepted industry practices.
(e) The annual registration fee for a registered service provider is
(1) $50 for a natural person;
(2) $100 for a registered service provider doing business as a corporation, company, partnership, firm, association, organization, business trust, or society.
(f) The director will verify the qualifications of each applicant. The director shall issue to the applicant a certificate of registration, including an assigned registration number, if the director determines that the applicant is qualified. A certificate of registration is effective from the date of issue and expires June 30. Unless revoked by the director, in succeeding years, a certificate of registration is valid from July 1 until June 30 of the succeeding year. The director may renew a certificate of registration for a period of one year upon receipt of a renewal application form provided by the director and the registration fee established in (e) of this section.
(g) Acceptable documentation of training or experience required in (c) of this section is certificates or letters of confirmation by a training institution, manufacturer, a trade association or a sales and service company verifying successful completion of a regular course of instruction, or two years actual field experience in installing, servicing, repairing, or reconditioning the devices for which registration is sought.
(h) The minimum passing score for the examination required in (d) of this section is 70 percent.
