(a) If the airport manager determines that it is in the best interest of the state and of members of the public living or working in areas near the airport that are or may be affected by noise from aircraft using the airport, the manager shall develop a program to improve compatibility between the operation of those aircraft and the surrounding community.
(b) The airport manager shall follow the procedures of AS 44.62.180 - 44.62.290 in developing a noise compatibility program under this section and shall forward the program to the commissioner for possible adoption by reference in this chapter. A noise compatibility program developed by the manager must be approved by the FAA under 14 C.F.R. 150.23, as amended through November 1, 1999, before it is forwarded to the commissioner.
