If a proposed development within a municipality, along a road that is not on the state highway system, has an impact upon a highway on the state highway system, the department will cooperate with the appropriate municipal planning and zoning authority in the preparation of a traffic impact analysis. A traffic impact analysis under this section must be in substantial compliance with the provisions of 17 AAC 10.070 and result in mitigation of adverse impacts upon a road under state administration that are in substantial compliance with the provisions of 17 AAC 10.075.
