(a) The Corporation will, in its discretion, make capital or operating grants to assist municipalities, regional housing authorities, non-profit corporations and partnerships or joint ventures of any of the foregoing to meet the housing needs of homeless and near-homeless persons.
(b) The Corporation will, in its discretion, use funds allocated for operating grants under 15 AAC 154.400 - 154.460 to enter into agreements with federal Emergency Shelter Grant (ESG) entitlement agencies for the award of those funds through a combined application process. If the Corporation enters into a combined application process, the award shall be made in accordance with applicable federal regulations.
