When adequate funding is not available from other sources and the Corporation determines there is a critical need, the Corporation will award grants with money in the Senior Citizen Housing Development Fund to applicants meeting the requirements of AS 18.56.810 (a) for developing senior citizen housing, including:
(1) purchase of a building site;
(2) site preparation;
(3) preparation of plans and specifications;
(4) purchase of materials and construction of senior citizen housing and appurtenant facilities; and
(5) rehabilitation, improvement, or conversion of an existing building for use as senior citizen housing or appurtenant facilities.
