(a) The provisions of 15 AAC 150.300 - 15 AAC 150.490 establish policies, authority, and guidelines relating to the procurement, management, and control of supplies, equipment, services, construction, office or other space leases, personal property, and professional services by the Corporation, and are intended to achieve maximum uniformity of procurement practices throughout the Corporation.
(b) In procuring the items described in (a) of this section, the Corporation will not discriminate on the basis of race, religion, color, national origin, sex, age, marital status, pregnancy, parenthood, handicap, or political affiliation.
(c) The Corporation will, in its discretion, fulfill purchasing requirements by procuring supplies produced or services performed by industries of Alaska correctional institutions if the procurement does not unreasonably compete with the private sector. The Corporation will determine whether the supplies or services meet the Corporation's requirements and whether the price represents a reasonable cost for the supplies and services.
(d) The Corporation will, in its discretion, maintain a list of employment programs that are defined under the provisions of AS 36.30.990 (10). The Corporation will, in its discretion, procure items under this section from an employment program defined under AS 36.30.990 (10) or other HUD-sponsored employment programs without soliciting other providers of those items.
(e) The Corporation will, in its discretion, use the state contractors mailing lists maintained under 2 AAC 12.060. The Corporation will refer individuals or firms desiring to be placed on a state contractors list to the appropriate agency for application procedures.
