In this chapter,
(1) "certification of intended use" means a written statement that specifies that the allocation or a stated portion of the allocation is expected to be used by December 30 and is signed by an elected official of the issuer and by bond counsel retained by the issuer;
(2) "committee" means the State Bond Committee created by AS 37.15.110 .
