(a) For purposes of participating in an election to approve or terminate an assessment under AS 16.51 and this chapter, only those processors whose total value paid for seafood products during the previous calendar year exceeds $50,000 are eligible to
(1) vote on whether to approve or terminate an assessment under AS 16.51.140 ; and
(2) petition and vote on whether to terminate the assessment under AS 16.51.130 .
(b) For purposes of determining, under AS 16.51.120 , 51 percent of the value paid by processors, "value" means the total value reported in returns filed under AS 43.75 for the calendar year preceding the year of election.
