Good cause for exemption from the additional registration fee established in AS 28.10.421 (a)(2) exists when:
(1) registration occurs contemporaneously with a title change for a vehicle;
(2) registration is left with designated departmental staff to process dealer or fleet registration or mail-in registration for processing at a later date;
(3) a person is directed by the department to appear to complete a transaction; or
(4) the department determines that unusual circumstances exist, beyond the control of the individual, making it appropriate to waive the additional fee.
